Schedule a Call / Meeting via Outlook
You can schedule a meeting from Outlook. You can invite both internal and external people to the meeting.

Go to your calendar and click New Teams Meeting. This will open a new calendar item for a Teams meeting.
Outlook for the Web
Go to your calendar and open a new event.
In the Sarch for a room or location field click the Add online meeting dropdown and select Teams meeting.
